New Statutory Health & Wellbeing Board
Since the publication of the White Paper Equity and Excellence: Liberating the NHS in July 2010 and the publication of the Health and Care Bill in January 2011, work has been progressing locally on planning for the implementation of the major changes to health and care services. One of these changes is the establishment of a Statutory Health and Wellbeing Board in the city.
The core purpose of the new board is to join-up commissioning across the NHS, social care, public health and other services that the board agrees are related to health and wellbeing. It has the potential to be one of the most influential strategic bodies working for the health of Bristol.
The guidance and draft legislation leave it to local discussion as to the extent of the focus on wider determinants of health. Locally it has been decided that the Health and Wellbeing Board will have its primary focus to ensure that high quality health and care services are commissioned. This will however be set in the context of a wider influence on policy decisions that have an impact on health.
Mechanisms for ensuring that these wider determinants of health are fully taken into account are currently being developed.
Membership of the Board:
The Leader of the Liberal Democrat Group The Leader of the Conservative Group The Leader of the Labour Group The Executive Member for Care and Health The chair of Bristol Shadow Clinical Commissioning Group (CCG) The chair of GP Consortia Inner City and East The chair of GP Consortia North and West The chair of GP Consortia South (NB. At least one of the GP Consortia and CCG must be a GP) Bristol City Council Director of Public Health Bristol City Council Director of Adult Social Care Bristol City Council Director of Children’s Services The Chair of the Bristol LINk (when HealthWatch is established it will be a representative from HealthWatch) A representative from the Voscur VCS Assembly A representative from the Care Forum Chief Executive of the BNSSG Cluster (in the short term)
The membership will be kept under review as new organisations such as the National Commissioning Board, develop.
